The Associate Director manages the pre-arrival component of refugee placement in the United States for CWS. This is a creative position which will require a high degree of flexibility and in-depth knowledge of the international and local circumstances surrounding refugee placement in the U.S. This position will be the focal point on the issues of placement capacity for CWS. The incumbent will supervise all CWS refugee case processing staff.
 
Essential Duties:   
¨      Oversee the placement of refugees within the CWS affiliate network.
¨      Liaise with the Department of State, Bureau of Population, Refugees and Migration, Refugee Processing Center, and other resettlement agencies regarding placement decisions.
¨      Coordinate closely with post arrival department staff and CWS resettlement sites on issues related to site capacity, focusing specifically on vulnerable caseloads such as minors and women-at-risk.
¨      Attend allocation meetings at least once per quarter. 
¨      Provide leadership, guidance and support to case processing staff.
¨      Serve as a member of the IRP Leadership Team and work with colleagues to coordinate programmatic work related to resettlement and integration.
¨      Assist in the development of proposals for the programmatic expansion of CWS work in resettlement and integration.
¨      Analyze CWS case processing data on a regular basis to identify trends, make projections, and inform the strategic planning process for IRP.  
¨      When requested by supervisor, travel to the CWS operated Resettlement Support Center in Nairobi, Kenya to learn about arriving populations, examine processing trends, and share information related to U.S. placement trends. On return, provide training to CWS US-based staff on overseas issues.
¨      Prepare briefing documents and other materials on arriving populations for use by the CWS network.
¨      Oversee trainings for the CWS network on pre-arrival issues such as arriving populations, community preparedness, family reunification, and minor suitability determinations.
¨      Participate in the planning and execution of the CWS/IRP national conference.
¨      In coordination with the Associate Director ? Post Arrival, research locations in the United States that might serve as appropriate resettlement sites and make recommendations for office openings. Travel to those locations as appropriate.
¨      At the request of Deputy Director - Programs, IRP, represent IRP in meetings with internal and external stakeholders.
¨      Perform other related duties and special projects as requested.
 
Qualifications:
Education:
A college degree in related field is required.  Extensive experience in refugee processing and staff supervision is necessary.
 
Experience:
Extensive background in refugee resettlement and processing and staff supervision. Must have experience in coordinating and leading trainings.  Program monitoring and assessment experience a must. Familiarity with government contractual requirements and experience in writing federal grants proposal is required. Experience working with church constituencies through ecumenical structures.
Strong organizational, diplomatic and priority-setting skills are needed to provide oversight of IRP?s New York resettlement and processing staff.  Strong oral and written communication skills.  Ability to work as part of a team.  Experience in working under pressure.
 
Ability to travel to locations within the United States and overseas as necessary.
